Upload your settings file. It is located in /etc/enigma2/
From your "working config" on the other receiver, list the satellites you have saved and what position numbers you are using.

when I enable Diseqc the power drops to the motor.. thats with USALS OFF.. if the diseqc is not sending power to the dish then surely the receiver is at fault.

How do you know there is no power going to the dish? When a tuner is active the dish is powered 100% of the time. If it weren't the LNB wouldn't work and we know that is not true because you are receiving a weak signal on it. So for sure there is power getting to the dish.

DiSEqC is nothing to do with power. It is a 22kHz tone with a digital signal superimposed on it. If you can move the dish from positioner setup the receiver is working properly. If that is the case and you select USALS and it doesn't go to the correct place it means your install is not been aligned properly or has moved.
