[VU+ Duo] Dynamic Update Client (DUC)

Is there a need to download and install Dynamic Update Client (DUC), (noip.dup.linux.tar.gz), for linux on the Vu if DHCP is disabled so the the IP is static? I have tried using telnet with no success using the 'wget' command.
